I keep it short because they don't have a lot of time to read your letter. I tell them what I like about them as an artist (funny character they play, great voice as a singer etc.). I also tell them my favorite movies, shows etc. they have been in. I always ask at least one question (ex. What was your favorite role to play?) This lets them know you are really interested in them as an artist and don't just want another autograph to add to your collection. Also, by asking them a question, they might answer back. I have received a few letters and small notes because I asked them questions. Then I sum it up by asking for an autograph after letting them I know I don't want to take up too much of their time as I am sure they are very busy. Hope this helps!

Actually I don't think that it's always acceptable to write anything you want. When writing letters to celebs, you shouldn't be too personal. If you just write down what you want, then the letter can take the wrong way, sometimes. You should also avoid evaluating their work too impassionedly or giving a too much long-winded explanation.
