I am not sure I totally understand your post, but I'll try to respond.
This website is designed to be used by autograph collectors. They come here to find contact details for their favourite stars, and they write to them!
Hopefully, the star then reponds to them by sending out a signed photograph.
To see what I mean, why not have a look at our feedback section where our members regularly leave details of their successes! :
