If your going for a plastic frame it would be good to go with something acid/PVC free, but I don't think glass type matters since it won't be touching the photo itself and therefore won't damage the photo.
Typically you'll need to buy the matte spacer seperately from the frame, but I know higher ends frames come with matte peices already installed and you simply pop the back off, put the photo in and put back panel back into place.
This link will be very helpful to you I'd think. along the right side it features videos of how to matte and frame a photo.

some of the info you won't need, f you buy the matte peices pre-cut to the photo you plan on framing.
