Which country are you sending to, and from where?
I always get stamps (apart from one letter to Switzerland I've always managed to find them one way or another). The post office in some countries will send them overseas, failing that you could collar someone you know who's going on holiday, or get them on eBay.
IRCs are over-priced if you can get them, and mean that the person you're writing to or someone who works for them will need to queue at a post office to do you a favour, same with cash.
