I agree with Ryan-J. Get a scale so you can weigh it at home and just put it in your mail box. I got one for Christmas a few years ago and I use it all the time.
13 ounces is a lot--think about the weight of a can of green beans, normally those cans are around 15-16 ounces so it is a little heavier than the 13 ounce limit--most things I mail (even packagages) are under that 13 ounce rule.
With what you described, I'd guess at least 4 ounces, maybe 5. Check the usps.com website for the cost to mail.
