You need to put stamps on for the country it will be sent back from; for example, when I send to the USA from the UK I put UK stamps on the envelope I'm sending, and US stamps on the return envelope.
If you're using IRCs you need to check the value in the country you're sending to and enclose enough to get it back to you - one IRC will be enough for the very minimum postage (i.e. a postcard) from most countries, if you're sending a couple of photos in a 6"x4" envelope you will need at least two from most places, if you're sending 10"x8" photos you will need several.
IRCs are a very expensive way of doing it, and almost certainly inconvenient for the person you're sending to, if you can get stamps then send those.
