These people have absolutely no obligation to even open your mail. You are lucky they signed your photo. I would guess that most mail is initially opened by someone else and the photos and return envelopes are organized into stacks, perhaps with sticky notes saying "sign to 'David'", and the celebrity rushes through and just signs them all, etc, and then whomever organized it all for them puts things back into envelopes and mails them out.
That's just my guess of how it may work for some people.
Also just consider the sheer volume of mail they must be getting. I think a lot of the posters here are young, and they all want Harry Potter signatures. These actors may get a hundred letters a day. It's just impossible for them to take the time to read each and every letter and reply to them. Just be glad you got the signature.
I sent one celeb three photos, and it looks like she signed two of them, but then perhaps missed the 3rd and her assistant or whomever may have signed it, because there is some strange variability in the signatures between two photos and the third.
