Generally custom cards are made by the person who sends them. I have seen people make them on their computer and then printe them off on cardstock (it could have been a different paper, like photo paper but I'm not sure).
zipbags is great at making custom cards. I haven't made any but you should be able to use prettymuch any computer program. You can copy a photo and put it on a Word document and add words and then make several of them on a page, print it out and cut them apart.
