Two IRCs= 0-20grams
Three IRCs= 21-50grams

Right?

E: How many forever stamps I need for -20- and -50grams? How much it cost if send these C5 envelopes from US to Finland? What about international stamps?

I have sent about 20-30 autograph request and I had only 3 back in 6 months. Is the one IRC enough if the envelope's weight is about 20-30grams? I live in Finland and most of the request I have had to send to the USA. I hope that don't prevent me to get autographs back.

Good English btw.
I calculated the cost of an international letter from the US to Finland (weight: 20 grams) at the US Post Office site, and it was around $1.75. In the US, an IRC can be redeemed for one $1.05 stamp. So, yes, you aren't sending enough postage.
