Those are called toploaders. They come in many sizes (4" x 6", 8" x 10", 11" x 14", etc.) You can buy them on eBay or in any sports card shop.

the piece itself looks like the baseball card hard plastic holder but it looks too big to be that, but thats what i would guess like a 5x7 hard case, maybe a 4x6 for post cards pr something, there's a coin shop in my town ive found some good protective things there because of the paper money and stuff
