You can buy or trade stamps in the For Sale/Exchange section on here with another member.
You can look up and see which postal websites ship abroad.
You can send currency from the celebrity's country along with your letter.

Hi! I live in Paraguay, and here there are no IRCs neither. You could buy foreign stamps online, or maybe buy them from somebody else. I usually send cash! Good luck!
