Yes that's quite possible, I have seen other members here get successes with sending $ to a non-us country {up}

If you can buy online (some foreign postal websites will ship abroad, some won't) then a credit card would be accepted; transaction would be in EUROS with any associated exchange/ foreign currency transaction fees by your card company.
