Yes I believe even VV. He is notorious for not signing TTM. Check out some of his past feedbacks, I think I only ever saw one which was suspected to be authentic.

As far as I know all requests for Orlando Bloom get passed to Spanky Taylor which is a notorious auto-pen secretarial agency.

Seriously, just take a chance. Look up several places that Samantha will perform at, and contact the venues to see if they pass mail. If so, send to multiple places at once. If she is a good signer, she will sign!
Worth the chances... I've sent to several people,. including Jason Isaacs, and NEVER heard back.
