You should be able to buy IRC's at your local post office (remember to say "International Reply Coupon" and not IRC. Plus, you may need to explain what they are if the staff member doesn't know what it is). If not, you should probably ask them to order some in for you, or go to a bigger post office.
I *think* an IRC in the UK costs 60p (from memory - someone correct me if I'm wrong.)
