Australian postage help!

I noticed on the Australian postage rates, there is an option for international to the USA for 1.70. But it said it must be endorsed CARD ONLY. Can anyone help me understand what this means. Would fan mail count as this option for 1.70? Otherwise, international mail to USA is 2.60 which is quite a lot more.

I did receive a letter in the mail from Australia back in March. It had a 1.70 stamp on it. So, I assume I can use this type of stamp.
