Ive found the exact opposite in my 15+ years of collecting, in my personal experience the vast magority of celebrities dont require a photo to so sign, in order to send you an autograph, unless its at a venue, or movie set etc.. However i always try to include an index card in my letter, so if they wont sign without you sending something, then they can sign the index card. However well fewer than 10% of my successes have returned just the index card signed, and its usually much older-era stars too that have been receiving letters for 25+years. However it is nice to include a pic if you have or can get one.
