#1) No idea I am afraid, you could check the database here for an address and see if people have had a recent success. Celebs moving after you've sent your letter is always a risk in this hobby, and I don't think you can avoid it that much. Sometimes google searches can find a current agency/management listing the celeb as a client, or a venue they will be appearing at.
#2) Some people print them off at home after finding a good quality picture via google, I use snapfish which is an online company after I have gotten the images from google. Some people getting their photos from a physical store have had their orders refused because of copyright issues.
#3) It entirely depends on the celeb and how they deal with their mail, this is mostly unknown. Some for example will sign pictures sent in but all they do is look at the name on the return envelope. Pre-Print is a photo sent by the celeb/celeb's staff which is a printed signature ie not authentic. I would recommend researching the celebs you want to see if they are believed to sign authentically or not. As to reading letters or not, this is mostly unknown.
#4) Waiting times vary from a couple of weeks to a couple of years. Distance doesn't really add much time it's when the celeb can sign and how many other hundreds/thousands of requests they have. Again do the research on the particular celeb to see how long people have waited in the past and how long the more recent waits are.
Remember some celebrities choose not to engage with their fans in any way TTM (through the mail), not even a pre-print sent. Research is key here.
