It depends on what post office you go to, really. Sometimes there will be postage due stamped on a package yet the mail man will never charge me. Sometimes one post office will say they want to charge me extra for "do not bend" but then I've gone to others and they say no such thing.
The light is under the sorting machine. So, they can see if stamps are reused. A friend of mine used to sort mail. He said its unlikely for them to stop an entire belt if they see 2-3 pieces of mail with re used stamps on them. But like I said above, different post offices have different rules. You never know your letter could go by that person on a power trip who is bored.
BUT! I suppose if you're reusing stamps on a SASE - they can't really say YOU reused the stamps. A lot of my SASEs I don't put any return addresses just mine.
