What I would do, is mail out the ball in a well-padded envelope (jiffy etc) and enclose another one inside for the celeb to use to mail it back. Obviously affix the return postage to the return envelope as usual.
With regard to the cost, you will need to package up what you are sending out (but don't seal it yet), then check out this link to establish the postage costs:

Then affix the correct stamps to the return envelope and to the "outside" mailing envelope. Then seal it all up and mail it!
I would suggest taking it to the post office to get it weighed accurately.
