Within the US: Two Forever airmail stamps and a Forever first-class stamp usually covers the cost of a SASE containing a 8*10 photo in a sleeve, a piece of backer cardboard and the envelope. Because it's usually $2.50 to mail a larger 9*12 envelope containing such items, plus a LOR, to a person within the US. This is for a Small Packet (e.g., marked Do Not Bend.) Some Post Offices will ignore this and send it "the usual way," and mail it for $1.75 or so.

I know Canada Post sells stamps from outside the US. For the odd request I do to Europe or Asia, I send $3 USD to cover the mailing of a 5*7 photo, a _thin_ piece of cardboard and the 6*9 envelope back to me. It's the occasional request, so it's not worth it for me to stock up on non-US stamps. Never had a problem with stuff getting back to me from outside the US that way.

I don't know why people are confused.
International return postage is very easy once you know how.
All the major postal offices have websites with price charts, size guides and calculators. FAQ sections and customer service contacts.
Some will ship their stamps worldwide. There are other places to get hold of foreign stamps and that's not even the only way to get a request back from another country.
In addition these questions have been asked (and answered) a ton of times in this section of the forum.
Put in the effort and you should find what you are looking for.

I just take mine to the Post Office and hand them the request envelope and say "I need enough to get this mailed to (wherever)" then pull out the SASE and add "and enough on this one to get it back here." But this is for mail within the U.S. I still haven't figured out a good way of getting something back from outside the country. I only did that once (Canada) and I just stuck in $2.00 for the return postage. Lately I've been sending a 10x13 envelope with an 8x10 SASE inside. Each individual envelope costs $1.40 but it may be more if you add a piece of cardboard to stiffen your envelope. I guess it's considered a parcel then. Hope this helps.

im new here and just just started collecting autographs and was just wondering how many dollars people put in to cover return postage costs or if there is another way of paying for postage,
also how many uk stamps do people put on to post pics ect to other countrys.
any help would be great as am very interested in starting a good collection and am getting different answers from different sources.
