If you have US stamps it is fine to use them on your return envelope

You just need to make sure that include enough value for the weight of what you want to be returned.

I am assuming you're sending a request to a celebrity in the US.

In this instance, if you can't get IRC's to send with your request but can get US stamps then that's a good thing

In this case, make sure you stick the US stamps on the self-addressed envelope and then you won't need to send any IRC's at all. This is not only a cheaper option, but is much easier than sending IRC's with your request. Don't send the stamps by itself, as they can get lost when someone takes your letter out of the envelope.
