1. Buy two envelopes. One of them must be bigger than the other one (the size of both of them depend on what you will be sending).
2. Write the addresses. The bigger envelope is the one that you will post through the mail, so it's the one where you'll put the celebrity's address and your address as the return address, in case it gets a refusal it can get back home, and not lost. The second one, which is the smaller envelope, is the return envelope, and it's called like that because it's the one you'll get in response, so you write your address on it. It is also known as SASE, which stands for Self-Addressed Stamped Envelope. There's a variant, which is the SAE, for Self-Addressed Envelope (no stamps).
3. Write a letter. Of course, you have to write a letter of request (LOR) asking the celebrity to sign an autograph for you. The letter should be in the bigger envelope (This is how I usually do it).
4. Your item. Don't forget about the item you want to get signed (usually photos). Once you got it, you put it the return envelope. If you are not sending anything, skip this step.
5. Postage/IRCs/currency. It's obvious that you will pay for posting the bigger envelope to wherever the celebrity might be, but what about the return envelope? If you are able to get it, postage is always the best option. For example, if you are sending to Italy, you would need Italian stamps for your return envelope (as it'll be sent from Italy). If you are not able to get stamps, International Reply Coupons could be another option... These are exchangeable for stamps and you place them inside your return envelope, along with the item if you're sending any. Problem is that IRCs are always getting harder to get, but if you can get them, great. If the first two options are not possible then sending money currency can work too (I always do it), you can try sending the country's currency (Italy, euros; Spain, euros; Brazil, reales and so on) and if you can't, US dollars can be a way, too.
6. Final step. You got your two envelopes. One with the celebrity's address and yours as the return address, and the other one with your address only. The bigger envelope should contain your letter, and your return envelope should contain the item you are sending and affixed postage (and if not, IRCs or currency). Now, you put the return envelope without sealing it inside the bigger envelope, and that's it. Ready to be sent!
Good luck.
