Question about IRC's in USA

Hi! Sorry if this is the wrong forum to ask this question, but I need some help. Reading this forum I discovered USA post offices don't sell IRC's anymore, but my question is if they accept it from other countries and can be exchanged for return postage? I want to send letters to USA but I don't know if I should include IRC's because I don't know if IRC's are valid there or not.
