David is usually pretty good at signing ttm, check out his feedback on here.

I have seen other members send US dollars to the UK and get a reply, but obviously UK stamps would better.

IRC s are still accepted in the UK just not sold any more. But that's no good to you because the U.S. no longer sell them either.

I would use stamps, dollars are of no use in the UK.

Hello I'm new here and I've heard they do not use IRC's anymore so how is David tennant going to be able to send it back should i use Dollars, Pounds or British Stamps?

Also do you know how often David Tennant replys back.. I want him a poster to sign but i don't want to lose the poster if he doesn't sign it or something..?
