You pay, both ways - you'll need to buy return stamps from the country you're sending to.

If its expensive for you, remember its not a certainty that you will get a reply.

You have to include an envelope with the postage and return address already on it (Self Addressed Stamped Envelope or SASE). So it's going to cost you a total of $50.00. Depending on who you want, it may save you some money if you can purchase your autograph directly from their website. If they have one.

i Have this big question i'm from the Philippines and The Shipping Costs Like 25$ Just To Send My Letter here's my question if the celebrity receive my letter and signed is he/she the one who will pay the shipping fee to send back my letter or im gonna wait in my post office ang pay another 25$ before getting the letter?
