Sending a screenplay to an actor is definitely not the right way to go about it. If you are interested in your movie being made, you will need to call as many studios (mostly located in California) as you possibly can, in order to set up an appointment with executives. You will then pitch the story that you have in mind. If they are interested in buying your screenplay, then that would be the point in which you suggest a particular actor for it. At that point, they would handle the rest of the legwork.
