We do have a list of venues that do / don't pass on fan mail which can be found
here. You can check this list out, or alternatively as you have done - contact them directly to see whether they pass on mail or not.
You should only be sending mail to places that do say they do pass on mail - or else you're likely to see RTS envelopes in your mail box.
It's best to ensure your via venue requests arrive anywhere between 2 days and a week before the artists (in this case the Foo Fighters) perform at the venue. You don't want to send too early in case someone forgets to pass it on, nor do you want to send too late in case they don't sort their mail out in time, or there's a delay in mail arriving at the venue (through fault of the post office).
