I think you may be a little confused regarding IRC's and SASE's.
- A SASE (self addressed, stamped envelope) is sent to a celebrity when you are writing to them and the place you're writing to is within the same country you live in. So, if you live in the US (which I assume so) and you're writing to a celebrity (in this case Hillary, who also has a US address), you do not need IRC's as a SASE will be sufficient for her to return something to you.
- An IRC is sent to someone when the celebrity you're writing to is not within the same country you live in (e.g. you live in the US and you're writing to someone in the UK). IRC's are used when you can't get stamps for the celebrity's country (in this case the UK). The celebrity will then use the IRC/s to exchange for stamps at their local post office to stick on you SAE (self addressed envelope) to return something to you.
As you have sent a SASE, there is a better chance that you may receive something back rather than not receive anything at all. Just in future, do not put your letter in your SASE but instead put it in the envelope addressed to the celebrity (in this case Hillary) and then put your SASE in the same envelope.
You should be OK, so don't worry too much about your letter to Hillary
