Ok, I think I know how to do it, let me see if I can explain it:
In PAINT open the photo file. Go to EDIT in the toolbar, then click "Select all". Put your mouse on the photo (there should be a box around it) right click and choose "Copy".
Then go to FILE and hit "New". Then right click and hit "Paste". Now your photo should be on a white background. Check print Preview (in the file menu) to see how it is placed and if you need to move it.
Now save it (FILE then "Save") and it should automatically be saved as a .jpeg file which is what photos are saved as.
