Yes, you can use them to send TO US (or to the rest of the world)

"Permanent Stamps" means that if you have them and the price of the stamps goes up by a couple of cents you can still use them without buying the additional cent stamps

I'm not quite sure what you are talking about but here is what I know.

Stamps from the country they are made in are good to send TO anywhere in the world (amounts vary).

But you canNOT use Canadian stamps to mail something IN the US. (like on a SASE for an American actor). You must use the stamps made by the country in is mailed in.

Does that make sense?

In canada there are these "Permanent Stamps" and I have no idea if I can use them to send in the U.S. Please, if you know, answer.
