they said on ESPN last night, that training camp starts in about a month, Im not sure the exact dates

it's best if you send at the start of the new season, although i don't really think it matters when you send because your letter will still get to the addressed player.

In my opinion, no. Some players are still competing in Euro, some are on holiday, and some teams go overseas (like Manchester United) for pre-season training. I'd wait for when the new season starts.
