Nope, it doesn't matter at all. You could put the IRC's in your letter, in your SAE , or just loose in the main envelope itself.

No no no lol ,

what you do is , on the outside of the envelope use your countries stamps , then inside your envelope with your letter to your celeb , include another envelope addressed back to you with the IRC('s)

Then when the celeb you write to responds to you they take the 2nd envelope and the IRC to the post office and they use the IRC's you gave them to pay for the postage so the envelope can be retuned back to you :D
