For the most part- the only exceptions I will say is if the image is controversial they may not sign it- or if the management company only allows pre-approved images in which case they would probably send you their photo.

Yes you can send pictures to be signed that you printed online, and yes most of the time they will sign them.

If I print a picture of a star or celebrity to be sent to get autographed would it work??? And would they sign pictures that have be printed from the internet and send it back autographed?
