Illegal it may be but remember that USA laws apply only in the USA (a common mistake 90% of US citizens make). In most other countries, as far as I'm aware of, no "hefty fines and jail time" are prepared for somebody re-using the stamps. Correct me if I'm wrong.
And regarding the ethical grounds - that is really up to the person. My opinion (although being marked as "without sense" and therefore probably not worth even 2c) is that it's the post company's own stupidity that they did not stamp the stamps. Here in the Czech Republic, we have a monopoly post company and the services are just horrible, really. Expensive, unreliable, unhelpful employees that don't care about the customer and so on. Perhaps my view is clouded by this. But I say - if you can save some money from them, do it.
