Most celebs who use SFM/Celeb Merchandise will [b]NOT[/b] sign if you send them something. They use SFM/CM for a reason - so they don't have to sign. For a fact - Marg Helgenberger, Angelina Jolie, Hector Elizondo (CM), and others do not sign anything through the mail - they're notoriously hard to get.

I'm not sure why Tim Allen does sign even though he uses SFM, but he does have a tendency to sign through the mail. I do know you have to send something to him for him to sign, or else I believe you'll get a pre-print.

This I can't answer - I have no idea. Maybe it's not cost effective, maybe he doesn't really like one photo.
