I use my home printer. It's a portable one, and I edit the photos to be highest quality, and when I print it I change the print quality to 'Best' or 'Maximum DPI' so it comes out perfect. Which proves you don't need a photo printer to have amazing quality photos.

P.S. To answer your second question, no they're not free obviously, because of the photo paper and ink prices.
