As the others have said, they're the same thing, just two different words used to describe it. Preprint = the autograph was put on the picture and then printed. Reprint = the autographed photo was scanned and printed.

There is no difference I think. Reprint is a variant of the word Preprint. There is however pre-signed which means photos were signed ahead of time and then sent out when a request comes in.
