I'd be interested in knowing who your source is that told you that MLB teams forward fan mail to the players during the off season. Doesn't happen. Your best bet is to send no later than mid-August or wait until spring training.
As for who signs and who doesn't, check the feedback section daily for TTM successes or RTS'es. There is also a baseball TTM thread in the discussion forum that you can look through. Or if you have a card that is easy to replace, for instance, you could take a chance. You never know.

Probably the biggest reason you never heard that is because they don't. If you are lucky, they might RTS the mail.
