After looking at it I do believe that it is Nicole Anderson's autograph.

It looks kind of like Nicole Gale Anderson's from JONAS.

I checked out Miley's signature, I dont think it's hers.

It is a most likely a kid star, female, maybe from Disney Channel or some teenage show...those are mostly who i sent to for my sister (^^its a signed x-mas card)
