I do not use "top loaders" but have had several returned to me, and have never had a problem with damage.

I trade cards in toploaders all over the world (including the USA) and never heard of that happening nor had any problems.

I always use a small padded jiffy and stamp Do Not Bend on both sides.

should I wrap it in computer paper then? or just dont put it in anything?

If I were you, I wouldn't use a plastic top loader because when the mail machines handle it, it won't be gentle and it will probably ruin it.

anyone know how many stamps it takes to send 1 card in a plastic toploader, in a PWE?

I dont think it would take more then 1 or 2, but dont wanna guess and end up having a bunch of lost cards, or RTS
