Generally speaking, it's up to each indidvidual player to decide if they want to sign for free or for a fee/donation. Check the Rockies website to see if there is anything stated there about who is signing for the foundation. If you don't see anything there concerning those two guys I would have to ass-u-me they are still signing for free.

Hi everyone, I know that Jeff Francis and Ty Wiggington both signed via spring training last year, but are the Colorado Rockies going to make them sign for the fee for the Rockies Foundation this year? I would really like to send to both of these players if there was no fee, but does anyone know for sure?
