Always send a handwritten letter of request - don't just say "Hi, can I have your autograph" - explain who you are, why you're a fan and perhaps what you like that they've done.
I always send my own photo and a return self-addressed envelope which is hard-backed to make sure it doesn't bend. If it's a UK based celeb, I make sure the return envelope is stamped, and if it's abroad, I'll include 2 IRCs.
If you can't get IRCs, try another post office - the people at your post office are probably just clueless. If you really can't get them, you can either explain in your letter than you can't get US stamps, or you can send a couple of US dollars.
