Honestly, and this goes for all sports, their are no 100% sure things when it comes to autograph collecting. Because one person has had success sending to someone, doesn't mean someone else will. That is why the general rule of thumb seems to be to simply send to people who you would like the autograph of. Where are you sending to NFL players in the offseason? If you are sending to the normal mailing addresses for their respective teams, that could be part of the problem. You would either have to wait until training camp starts and send to the training camp address, or you will otherwise have to wait until the regular season. Some teams may hold fanmail, but I wouldn't count on it.
All that said, for past and present Saints, I have had success sending to Rickey Jackson, Drew Brees, Jonathan Vilma, and Scott Fujita. Remember, their are no sure things when it comes to collecting autographs.
