Yeah, that's true in a way, but you have to take into account what other costs the IRC takes into consideration.
E.g. IRC's here cost $2.50. If you were to exchange this in Australia, you would get $1.85 in postage. The extra 65c is for things like the actual piece of paper used to print the IRC, the labour involved by both the person who sold it to you, and the person who's exchanging it for stamps, as well as the cost to transfer the relevant funds to the specific post office who has given you the stamp.
That's why it costs a lot. That's why if you can get stamps for the country you want a reply from, it makes things much cheaper.
