Some of the Capitals are practicing at Kettler, so you could get a responce c/o Kettle Capitals Iceplex instead of c/o Washington Capitals. I know other teams also have players practicing places localy(I know the Penguins, Flames, and Wild have players working out). The local newspapers for each team should have info on the players(Washington Post has a list of where all the Capitals are)

I wrote to Tuukka Rask earlier this month and I received my photo back from him signed today. Check out if the player you want to write to is playing for an AHL team or in Europe this year and you may be able to get an autograph that way. I wrote to the team Tuukka is playing for in the Czech Republic in case your wondering.

i'd assume you can still get fanpacks, i think that is year around.
players aren't allowed to practice during lockouts so you will not be able
to send to the arenas until they sign the new CBA
you can still send there, but the players won't be there to get it until they
strike a new deal so there's really no point in sending now.

I was wondering if players practice somewhere were I could send them items ttm.
Also wondering about fan packs, if teams will still send those.
