I did a test with the printed photo receipts I got. I found out these things:

-alcohol, nail polish remover, and blender pens work in getting rid of personalization off glossy target and costco photos
Target's photos are really glossy though, and will leave a scratch mark, but all sharpie will be removed.

-alcohol works in removing sharpie from matte walmart photos only if you are careful not to wet the sharpie too much, and the sharpie has to be recently put on

Why would you want to tamper with it? You could ruin the photo and it will look worse than it did before, what then?

Photos with no sheen are very hard to remove anything from. I would hope there is a way, though.

Sharpie on a glossy finish photo is a little easier, but not much. I've used klean strip mineral spirits (especially great for de-glossing the newer trading cards, allowing for a great autograph without bubbling) but only on a few. The glossy photos was easier and doesn't seem to leave evidence of the autograph. I tried it on dvd covers and it works but if you know what was original on there, you can tell.

I've been unlucky in getting secretary signatures on a few matte finish photos already signed by cast members. I'm thinking I may have to cut the original signatures.
