I would use the second suggestion, although if you put it either way your request will eventually get to its destination.

As for your second question, you should buy an IRC. Its just courtesy and politeness to do so, and also increases your chance of receiving a reply {up}

I'm not very good with these addresses either but i think i would put it as the top suggestion you gave.

I'm going to write to him aswell and will put in a couple irc's. :)
