An insert would be the little booklets which you find inside many CD cases, those would be the best to send to a celebrity. The booklets usually have information about the group, tracks on the CD's, et al.

Well, if you mail the CD, you take a chance that it might not get returned or taken. People have sent photo's, et al to a celebrity to sign but never got their stuff back.

A word of advice is to not send anything to a celebrity which you wouldn't want to get lost. To be safe, I would just send the insert from the CD to the celebrity to sign because if the insert gets lost, it's better than losing the CD.
