I think you need it stamped because it is to certify where it came from and the date when you bought it (it expires I think)

If you speak the language on the IRC. Where it should be stamped there is a little fine print.. read it.

Or you could just go to "Collecting Help" "What is an IRC?" the first IRC on the pic. Thats the one I use :)

in canada it says on the irc where it needs to be
stamped that its not necessary
i've sent some unstamped
