If you live in the United Kingdom, then you obviosly do not need an INTERNATIONAL reply coupon. However if you live abroad then you will only need an SAE and an IRC not an SASE. This is because an IRC allows one to exchange it with the cost of foreign postage.
E.g. I sent Angela Lansbury an IRC which cost me 95p. The cost of a letter to the UK form the USA is approximately $1. She was able to exchange my IRC with the essential postage so I receive my autograph!
